Instead, the flash from A will meet the flash from B at M, the mid-
point of the embankment; at that time M' will be to the right of M.
The light from A will then not yet have reached M' while the light
from B will already have passed M'.

No. It merely says that the light from B arrives at M' before the
light from A, from which observers who take the railway train as their
reference-body conclude that B took place earlier than A.
