Do you mean "The portion of the 'Spacefaring Civilization' that is involved
in space will be ...?" ?

I don't think it's a number.
If you get headlines like "Earth destroyed, 40% wiped off stock values", then
you've probably got a space-based civilisation.
If the headline is "Earth destroyed, cannibalism in 6 months.", then
you don't.
If you can survive totally without earth, even with some problems, then
you have a spacefaring civilisation.
If you can't, then it's little more than mining camps and hotels, nomatter
how many people there are.
