that Angara was originally supposed to fly in 2001.

Maybe, and maybe not. The upper stages will still be too expensive for
costs to be really low.

Note also that it is not part of the basic Angara design, only an option
for future enhancement.

Correction. The answer should be "when ever or what ever pace 'they'
feel like it."

It's correct though that the development is going very slowly, since
'they' don't seems to interested on making Russia look like a space
super power. And 'their' current primary interest seems to be on
defaming NASA with the recent Columbia incident, and also previous
NASA related events.
