Undoubtedly it is; the question is, how quickly is development proceeding?
Given Russian financial woes, the answer is probably "very slowly". Note
that Angara was originally supposed to fly in 2001.

interested in the flyback booster concept.. sounds like a good beginning to

Maybe, and maybe not. The upper stages will still be too expensive for
costs to be really low.

Note also that it is not part of the basic Angara design, only an option
for future enhancement.
