Buy the SRBs
Someone ought to buy up all the shuttle SRB segments so they can be re-
filled and then sold to Bigelow to launch his habitats. Dont bother with parachutes or such nonsense, re-using them was always more for PR than for any savings. With nobody else to buy the propellant, you ought to be able to get it for a good price too.
