BOINC 4.45, 4.46 ---? ALL VERSIONS (except command line)

Overcommitted bug (climateprediction@home only): when one is running 1 WU of
climateprediction -- BOINC will classify your PC as overcommitted until WU
is about 95% done. This makes project time sharing with climateprediction
awkward.

Schedulers should permit one to choose between having 1 to 7 WUs per week,
for 'part-timers'. This setting would override "time between connections to
WWW" that can vary from 0.1 to 10 days. Changes in scheduler code may need
to be made, but the BIONC platforms would not need to be changed.

Advantages to [1-7] WUs per week:
1. One can belong to up to 10 projects, and always have your PC busy -- but
never 'overcommitted'.
2. Workplace acceptability: your projects will consume less bandwidth
because you will never get that many WUs -- and this lessens the associated
bandwidth costs.
3. Settings of [1-14] WUs / week could be implemented later on -- for
projects with smaller WUs.
