Two alternative assumptions:

Assumption 1 (Einstein's 1905 special relativity): The speed of the light pulses relative to the moving observer is constant. This implies that the distance between subsequent light pulses decreases in front of the moving observer - that is the reason why he measures an increased frequency. All other implications of Einstein's 1905 assumption are equally absurd.

Assumption 2 (future, Einstein-free physics): The distance between subsequent light pulses is constant (obviously). This implies that the frequency shift is caused by a proportional speed-of-light shift.

Any frequency shift entails (is caused by) a proportional speed-of-light shift.
