Could Delta IV Heavy use the same technique as Falcon Heavy
Propellant cross-feed? Would it make the same change in payload
capability as Falcon 9 Heavy compared to Falcon Heavy (65%)? |

I would think it would be very costly to attempt to do that with LH2, which would make a cross-fed D-IVH even less cost competitive compared to Falcon Heavy, even if higher performance. |
