It is common for countries to hold back the best for internal
consumption.

Japan does it all the time.

The APOs available to the man on the street in China today are much
better than what is available to the United States where we have been
trained to follow the Walmart model of consumer purchasing.

If you are touring China, check out what the Universities have for
telescopes....top quality and made in China.
