Anyone know of site that plots this on a star chart, or at least gives the
RA/Dec coordinates at a given date and time?

Go to this site:
http://spaceweather.com/flybys/country.php

Show your country/location, and save the resulting URL.
Also I have used a program for satelite display,
http://www.satscape.info/binary/SatScape202-Setup.zip

And that site has also a java program under development.
However that one is misbehaving at the moment.
Keep an eye out that way.

Does www.heavens-above.com do what you want?
