NASA have been given two spy telescopes, which they seem not to know
what to do with.

They should allot one to the US Universities as a whole, with half of
the price of a Falcon delivery launch. Deciding how to use it, and
raising the rest of the money, will be an excellent lesson in practical
politics. They might even get an educational discount from SpaceX.

If, a year after launch, that one is working well, repeat the donation.

Otherwise, keep it in case NASA ever finds money again.
