The figure of merit is dollars per watt or kilowatt (not even sure
what you mean by kilowatt/hr).


After spending the past 15 years looking at PV costs, I can say we
went through the following incarnations;

(1) PV cost is too high - use Concentrating PV (CPV) to lower these
costs
(2) Optics costs are too high - use molded PET to form water cavities
(3) Cooling costs are too high - focus light INSIDE water cavity and
insert CPV die there
(4) Tracking costs are too high - use holographic lens array in focal
plane of fisheye lens
(5) Installation costs are too high - wire up 2,200 panels at a time
with 4 field connections per acre
(6) Land costs are too high - reclaim spent surface mines and get
paid for the land and for reshaping it


Unfortunately, all of that has been more than doable for the past
decade, and yet there's still not one m3 of Willie H2 to behold, much
less made cheap enough to get your CATS even close to what China is
currently doing and improving on.

Are you sure you still believe in our method of government, and of
it's faith-based puppeteers of big-energy profits at all cost and w/o
remorse, that seldom if ever tell the truth, and much less willing to
share our hard earned loot with the warm and fuzzy likes of William
Mook?
