Because the Constitution basically says that each house in the
legislature controls its own rules and budget. The rules assign
office staff to those positions, so they get paid for out of the
operating budget.

The cutoff is at the State level. A disaster big enough to
incapacitate an entire US State government is pretty unlikely.
Something that big you're probably going to get nationwide martial law
anyway.
