I live in Barnsley S. Yorks and the local council has had a "bright"
idea to have a halo in the night sky that will be seen for up to 10

Shows that there are plenty of like minded people already on the case. I
would suggest coordinating your efforts with them and CfDS.

I tried to get them to
sheild a street light to no avail and when i attached a bit of doped
cardboard to it myself i was arrested and charged with criminal damage!!!

That really sucks and is yet more proof the police go for the easy
targets(speeding motorists and an example such as above).
