About the only way to continue Shuttle operations would be to kill the
Constellation program, unless Congress decides to substantially up NASA
funding.
It also means the Shuttle infrastructure (pads, etc.) can't be
converted over to Constellation till after 2015.
As usual during NASA's recent history, everything is all a confused mess.
