Bullied is the right word. That is what I have been saying. NASA culture is a bully culture. In that case it shares it with every other large organisation. People just protecting their jobs. I have worked for several other large organizations, I found NASA to be the worst. Recall two commissions have found a problem with NASA's culture. Perhaps the problems is work place bullies.
