Default Concentration of Lunar Craters

Looking at photographs of the cratering on the Lunar surface, it
appears that there are a larger concentration of craters near both the
lunar poles than average over the lunar surface.

Does anyone have an idea what the reason for this phenpmenon could be?

Thanks
