Default Question on the polar angle

New to Astronomy. When setting up my equatorial mount to the celestial pole
for the polar angle, once I accomplish this and decide to swing the
telescope using the RA and DEC lets say toward Arcturas will it then track
Arcturas? Is this the purpose of setting the polar angle?
