How much were the feasibility studies for the Kecks?
No I don't know the answer but assume you might.

Seventeen million sounds crazy if it's one guy sitting
in his university office blueskying between lectures.

OTOH material science research, engineering studies,
prototyping software, siting studies, architechure
prototyping, might add up to seventeen million if you
put enough brains on board.
