Default how does one report a new constellation?

I noticed a form last winter until spring that looked like the sacred syllable
(a big 3) in the sky.

Chris L Peterson:
There are 88 official constellations. All the other shapes that are seen,
either
widely (like the Big Dipper) or personally are called asterisms, and are
unofficial. If you see a shape that looks interesting or attractive, a forum
like this is just the place to report it, so that you share it with other
observers.

Jeez! Keep quiet! I was about to congratulate this person and offer to
name the new constellation for him/her in return for a small fee.
Syllabus Sacris or something like that.

I discovered a new constellation, trailing
Canis Major. I call it "Poopis Scoopus."
Below it is the constellation of Proctoscopium.

Too bad this isn't in the spring/summer sky. Then we could have "Poopis
Scoopus Ophiuchus."

By "sacred syllable" do you mean the Sanskrit calligraphy for "om"?

Where was it? How big? Seen with the unaided eye, binoculars, or
telescope?

As others have said, the sky is already divided into 88 official
constellations that cover its entire surface. But you can use forums like
this one, or astronomy magazines, to discuss interesting star patterns. One
that has been recognized in just the last 15 years is the Coathanger (a star
cluster in Vulpecula that is shaped like a coathanger; also known as
Brocchi's Cluster).
