This claim is not substantiated. In the first place, I don't believe
NASA has official determined GPB to be a mission failure. The news
article referred to GPB being ranked lowest among many missions for
receiving data analysis funds, which is a different thing.[*]

Second, this is not news: the results of this NASA review were
published in May 2008.

[*] That being said, I don't think there are many in the science
community who are holding their breath for GPB to meet its minimum
mission success criteria. The instrumentation problems were largely
technical in nature.
