For what its worth, thats ********. Some studies have shown an
/increase/ in crime in brightly lit areas, and almost nobody with any
knowledge claims that extra lighting by itself reduces crime. For a
start, the vast majority of burglaries occur during daytime when
houses are empty, and muggings are more likely to take place in city
centres than in farm lanes.

And no sooner had viewers' eyes become reasonably dark-adapted than the
lights were switched back on. It would be an interesting regular event
(apparently Iceland's dark night was marred by cloud) and extended to an
hour. At least. :-)

Neh. Muggers like to be able to see their victims. You can't easily shoot
someone if it's really dark. When it's really dark the scum stay indoors.
Crime is committed late at night more because other members of the public
will not be around to interfere or identify than because it can be done
under cover of darkness.

The only exception is that they like to lurk where the glare of streetlights
and security floodlights masks their hiding place.
