It seems that since the surface is cold, the civilization is more
closer to
the warmer regions inside the planet, but they built warm tunnels for
accessing the surface.

And you can see the lights under the ice which are cities.

You need a lot of tunneles to allow the heat to well circulate.

Its actually pretty nice living in ice. Its easy to build tunnels.
There are giant cities under the ice, still receiving plenty of light
from Jupiter and the Sun. The eyes of the beings living here
are more sensitive to light as humans. The signs of civilization
can be seen in the darker regions, where ground was brought up
from below the ice.

The latest theory is that the lines are a result of a volcanic
erruption.

No. What if ground was brought up from the core by intelligent or
ant-like beings. The planet is so cold, but the heat can make it
up from the center through the humid groundy ventillating tunnels.
The largest tunnels measure over 10 miles in diameter. They are
the main ventillation channels. There is a chance. Ok?

Come to think of it maybe Earth has the same volcanic channels,
tunnels running underneeth the surface.

Oh well, volcanic ant creatures.

Those lights under the ice are the rich aliens living closer to the
surface with a view.
