Default PPC titanium process and lunar habitation

Drifting through the web looking for news on the PPC process development,
I encountered this interesting paragraph (sorry I can't paste the
quote as it's a flash window and won't let me)...

By the way, when SciAm did their little news item about PPC in Oct '03,
I figured oh well, all the insiders will have long ago bought into this
gravy train, nothing more to be gained here. Once again, I overestimate
the speed and acuity of the investing public. Like to guess what
the increase in TiMet (major US player in the DARPA co-development
project) stock has been since that date? ...How does x12 sound?

Aargh, that should read "FFC process" (Frey Farthing Chen) - there's

Never touch the stuff! ...anyway, I just find the notion of a corporation
whose prime goal is commercialization of a process which will render
titanium as cheap a aluminum, and has an almost infinite target
market as a result, would list as its secondary goal something
as esoteric as extracting oxygen from lunar regolith...
