No, not even close. Russia has redirected funding from the later ISS
modules to keep the Soyuz/Progress line going. So no construction of Russian modules are going on at the moment at all? What about the Enterprise module? AFAIK its a joint project between RKK Energia and Spacehab? |

It would be hypocritical for the Russians to complain about not getting US/European funding for Soyuz/Progress craft they agreed to provide with their own funding, while putting funding into Russian modules that won't be needed for years, if at all. FGB-2 has been 70% complete since 1997.

One could argue that it would make more sense to fund FGB-2 rather than those Progress. But not me. You're right to disagree with it. I'm certain that FGB-2 would cost a lot more than three Progress craft. I'd *love* to see the Russian Segment of the ISS completed. But it isn't going to happen. Ever.
