No, not even close. Russia has redirected funding from the later ISS
modules to keep the Soyuz/Progress line going.

So no construction of Russian modules are going on at the moment at all?
What about the Enterprise module? AFAIK its a joint project between RKK
Energia and Spacehab?

I would certainly hope not. It would be hypocritical for the Russians to
complain about not getting US/European funding for Soyuz/Progress craft
they agreed to provide with their own funding, while putting funding into
Russian modules that won't be needed for years, if at all.

On hold waiting for customers, last I heard.

FGB-2 has been 70% complete since 1997.

Note that it is RSC Energia that is complaining about funds, and RSC
Energia has nothing to do with FGB-2.

om...
Except that FGB-2 *could* carry 3 Progress' worth of logistics to ISS.
One could argue that it would make more sense to fund FGB-2 rather
than those Progress.

But not me.

You're right to disagree with it. I'm certain that FGB-2 would cost a lot
more than three Progress craft.

I'd *love* to see the Russian Segment of the ISS completed. But it isn't
going to happen. Ever. The money and the motivation just aren't there.
