That's the Delta II that suffered an SRM failure at low altitude.

Thanks. The explosion looked like a solid (that is what I get for working
near the Zambelli family (New Castle, PA - known for their fireworks 25
years ago) .... but I did not remember the Delta II failure.

Follow-up question, I assume that the GPS satellite was a total loss??
It may have landed just off shore.

The rocket blew shortly after liftoff and had not pitched over
appreciably. Most of the debris came back down on the launch site.

Florida Today had reporters covering that launch who were about a mile.
Their accounts described running for their lives toward shelter while
hearing pieces of rocket crashing to the ground all around them. The
after accident articles reported a bunch of cars were destroyed, and of
the search teams finding sections of the payload fairing and tiny bits
of solar panels from the spacecraft.

Total loss is a fair assumption.

It landed just offshore.
And on the pad.
And on the north side of the pad.
And on the south side of the pad.
And on the west side of the pad...

The word "smithereens" comes to mind. :-/
