Default Bush moonbase will be at Peary crater, close to north pole?

Here is a report on a study:

Should be close to water ice.
This can then be used to make oxygen and hydrogen for a trip to Mars.
(And a fill up in the lake there of cause ;-) ).

I can see it now...
The President: (in a Dr. Evil tone of voice) "Gentlemen, welcome to my
moonbase. I've decided to split you into three teams: Moon Unit Alpha,
Moon Unit Zappa, and the Texas Rangers."
