No people.
We send robots to dome over a crater. Fill it with water to create a
Lunar Sea with an island in the middle. During the two week nights
moisture in the air condenses and falls as rain and snow while the sea
freezes. During the two week days the ice melts and water evaporates.
This keeps the temperature around the triple point of water and then
we see what kind of plants and animals can live in it and how they
evolve. We couldn't finish it in 30 years but we could get started and
it would sure beat a couple guys in a tin can waving at us.
