Solar systems with 2 earths most likely to develop space weapons

Ideally there should be an exoplanet for each and every religion, political status-quo, upper/lower caste, ethnicity group and gender.

In other words, we'd need dozens if not more than a hundred well isolated planets (ideally light years apart). Even then a few well placed TW laser cannons as RoboCops programmed to blast anything the least bit humanoid or WMD worthy caught moving between these planets, and I'm not convinced even that could fend-off any world by world of wars as based upon greed, arrogance and wealth disparity, as well as easily triggering revenge Karma.
