My guess, it is an aerial view of 8 radio transmitting towers. Likely
the lava field area around the anchor points for the guy lines has
been paved for easier access.

Close, but English Bay is about 4 miles from Androcles' location .
This shows English Bay (though falsely places it on St Helena rather than
Ascension)
