Well, by centralizing regulation of commercial spaceflight in FAA AST, it will certainly make it harder for him to scapegoat NASA for his own problems... :-) It wouldn't have helped his plans to build facilities in the Caribbean either. That was pretty much doomed by local environmental opposition.
