According to:

....quoting Randall Clague, the FAA AST has acknowledged
that a filed Xcor RLV launch license is "sufficiently complete"
and they are therefore required to either issue the license,
or notify Congress as to why they did not, within a 180 day
time limit.

The details are sketchy but it appears it's for a test
vehicle on the way towards the 3-person Xerus design.
