I'm pretty sure that's the primary indicator lights panel for the
spacecraft's main systems; it's quite similar to the ones they use in
Soyuz and used on Mir.
Here's a similar panel off of a Soyuz T:

You apparently control systems by pressing combinations of buttons
around the panel.
On the Buran it looks like you control them via that set of buttons
below the center CRT
