It was a problem with ground-level wind gusts exceeding the 33 mile
per hour limit within the last few minutes of the count.

Ground winds exceeded launch limits.

They used as much of the launch window as they could to try to wait it
out, but no joy.

There was also a brief problem with a tracking station at about 1930
UTC.

And today there seems to have been a power outage in the control
room(s).

Space.com says "New Horizons is now slated to launch no earlier than
Jan. 19 at 1:08 p.m. EST (1808 GMT), though it has a launch window that
extends for one-hour and 59 minute launch window."

not gusts above the maximum within a certain time window prior to T-0,
they were allowed to launch. There was a gust a T-2:34 or so that
exceeded that limit, ergo a count halt was called.

I think we're talking round in circles about the same thing! :-) I was
watching the video from about 11:00 a.m. Central time all afternoon so
we almost certainly heard the same blurbs.

Perhaps, but the way I read your post it allowed a casual reader to
think that wind gusts only became a problem late in the window.
