Note how they don't say anything about mass determining a final speed;
otherwise, F=ma would be a much more complicated equation, since a
(acceleration) would have to approach zero dedending on the current
velocity and the mass.

So either every physics text book and physics professor is in on The
Big Conspiracy, or one of your underlying assumptions is wrong.

That is not to say there isn't a universal "maximum speed," the speed
of light ( http://www.astro.ucla.edu/~wright/relatvty.htm ) but NASA
doesn't have anything in its inventory that can reach that yet.
