Now, let's consider some other facts: 1.) The legislation to reintroduce the draft was initiated in January of 2003 by Charles Rangel (Dem) and sponsored by the likes of Sheila Jackson-Lee, Eleanor Holmes Norton, Jesse Jackson Jr. and other extreme left-wing democrats. In the Senate it was introduced by retiring Ernest Hollings, also a Democrat. In other words, no Republicans involved and not even any mid-stream Democrats. 2.) Two weeks ago the measure was called to a vote and defeated 421-2 in the House. Not even the sponsors voted for it. 3.) The Bush administration has repeatedly indicated that it is satisfied with the size of the military. 4.) The Kerry campaign has indicated a need to add divisions and increase Special Forces by 40,000 (ignoring the fact the SF folks require about 4-6 years of experience before qualifying for the specialty.) 5.) The current US military is smaller than it has been since before WW II. 6.) The high-tech, all-volunteer force is not easily adaptable to a conscription system which doesn't have the ability to control motivation or qualification of the input. and, 7.) If you don't think the war on terrorism is a threat to the US and that democracy is worth fighting for, the road to Canada is well-paved. You'll like it there. Actually, what his "national security plan" says is an overall increase of 40K for the Army, including those two curious divisions (one of which he identified during the last debate as being a "support division", apparently not knowing there is no such critter). But you are correct in that he is the *only* candidate arguing for a significant increase in end strength...but he offers no info as to how he will pay for this and the other rather ambiguous "improvements" he would make to the military. 5.) The Army's low ebb strength point came in 2000, just before Bush was elected, at 471 thousand plus troops, while the other services hit their lowest points in 1995-96 for the Navy/USMC, and 97 for the USAF (351K). Active component Army strength at the beginning of this year was about 482K, and Rumsfeld authorized an "emergency" increase of 30K to that number this past January. 6.)
