It would seem that the exclusions would still benefit from full cut-off
downlighting. The pupil of the eye tends to close down in the presense
of a nearby bright light at night. Making it difficult to see into the
darker areas. Compounded by false highlights of the nearest lighting
unit from persistance of vision.

These would seem to be major security weaknesses for airports (and
other potential terrorist targets) and should be seriously addressed.

Check cleardarksky.com for a energy waste reality check. The visual may
drive home the reality of bottom-line savings to the masses. Possibly then
progress can be achieved.

I sent it and an explaination to a local councilman in Toronto.
Probaby worthless but what the heck?
