In the event that Shuttle remained grounded, RSA has said that it would have to reconsider the nature of its ISS operations, which I took to mean that it would essentially became the Russian Space Station. The Russians would no doubt desire such an outcome and would probably make moves to bring such an outcome about -- NASA might even acquiesce in the short term -- but if NASA wants to play hardball the Russians would be forced to abandon the station fairly quickly.
