Default Celestron PowerSeeker 114

Just obtained one of these from the local QVC clearance shop in the UK.
Seems like there is a problem with the setting circle for declination. The
circle moves along with the axis randomly. Just wondering how it should
work - should the circle be fixed to the mount in a certain orientation?
Can't fault it for £58 though and I have so far seen Jupiter's moons,
craters in shadow on the moon and the phases of Venus. Thanks for any help
and guidance.

I don't know that model, but there's usually a small set-screw for
locking the dial onto its axis in any position, according to whether
you want to make 'absolute' or 'relative' readings (like the tare
function of a kitchen scale). But in general setting-circles of this
kind are of very limited usefulness in finding targets, due to their
small size and coarse graduations.
