IF I stretch my memory when I was at school, years ago the second was
defined as 1-86,400th part of mean solar day. The length of Earth's
day, 1 spin from noon-noon, is independent of 1 year, one orbit of
Earth around the Sun.

We may require leap seconds, 1/1/2009, 1300 NZDT, until Kingdom come,
as I discussed Mensa International Journal ij9904x, April 1999, and NZ
Science Monthly magazine.

A vastly more accurate calendar (tropical year, equinoctial year,
dynamical time) may be 24 leap days per 99 years or 31 leap days per
128 years, By continued fraction convergents.

If World population raced 1000 km towards East, then earth's rate of
spin should kick retard infinitessimally according to Newton's 3rd Law
of motion, Action and Reaction.

For illustrative purposes, let us assume Earth's orbit is a O circle,
not ( Ellipse and sidereal period 365.256 days. THEN Astronomical
pocket Diary Wellington 2007 says length of Earth's path around Sun
equals 1 billion km = 1000e6 km.

Moon's mean distance from Earth is 384,318 km and Moon weighs 1/80 x
Earth mass. After 1 year, if Moon is leading Earth, then Earth will
be lagging the Earth-Moon barycentre by plus or minus +/- 4745 km.

in addition, an observer on the leading point in orbit of E equator
may be advanced by +/- 6420 km [1/2 equatorial diameter.]

the total variance when [my year] is completed is +/- (4745 +6420 )km.

how many seconds does this represent [minutes?]
Equals 2*11165 *365.256*24*60 / 1000 e6
= equals 11 3/4 minutes
