I assume you are talking about the manned program? I'm not certain, but IIRC
some of the unmanned programs did quite well.

Why do we think this effort will be different? If we don't think it
will be different, we need to 'adjust for reality' on those estimates.

Sorry, it was sort of shorthand.

Given:
