Primarily because of the sacred second ammandment, rather than banning
guns after
Virginia Tech as it was in England after a school shooting in the
90's, 33 deaths is
not enough, a million deaths would not be enough to change Bush's mind
to be
who he is, a cop over politics (a classic characteristic of
dictatorships).
