ULA will get enough contracts because the military are open to lobby and
also likely want to keep multiple suppliers.


That's the best ULA can hope for, IMHO. The danger is that Blue Origin
beats them on schedule, price, and reliability with New Glenn. If that
happens, ULA is done.

But can they really ever be cost competitive?


No, not if Blue Origin's New Glenn succeeds in meeting its goals.

ULA is essentially repeating the same mistakes they made with SpaceX.
They ignored SpaceX and belittled them at every chance they could. Now
they're doing the same with Blue Origin. Those who don't learn from
their past mistakes are doomed to repeat them.
