That's a bit harsh.

What's the penalty for the people who spam my phone all day or who drop advertisements all over my front yard? Maybe a penalty for auto-play videos on Websites should be enacted. Or a penalty for Websites that route rush-hour drivers through quiet residential neighborhoods to avoid congested main roads?
