No flying up to 10,000 above sea level out on the salt flat at 31.2706
N, 104.4546 W (Google Earth shows their circular test pad there) near
Van Horn, Texas and for a radius of 17 miles in any direction on
Thursday, May 5, 2011 between 7 AM - 12 AM local time.
The 17 miles is a little strange; one would have expected either 15 or
20 miles?

It is 15 miles statute; aviation miles are generally nautical.
