Given the formula
(frequency) = (speed of light)/(wavelength),
Einstein's 1905 constant-speed-of-light axiom implies that ANY frequency shift entails (is caused by) an inversely proportional wavelength shift. In particular, the motion of the observer (receiver) must idiotically change the wavelength of the incoming light (or the distance between light pulses) - otherwise the speed of light is not constant:
