There's no launcher "off-the-shelf" that could do that. Rendezvous capability
resides with the payload, not the launcher.


Columbia would be the one doing the active role in rendezvous with any
emergency resupply "care package". Assuming that it was launched into an
accurate enough orbit of course, within Columbia's OMS and RCS propellant
limits to be able to reach it and rendezvous.
