Rooftop solar should be part of all local ordinances for new construction just like toilets are required in all new construction. If you're going to aircondition your home in the hot summer months then it should be primarily fed by solar panels. Every large commercial/industrial building should have roofs made from solar panels. Solar shingles.

I was in Holland a couple of years ago and noticed that all the new
construction included solar panels. Not sure if this is by ordinance
or just a cultural shift, but they're clearly ahead of us.

It might be cultural. Holland is very cognizant of what happens if ocean levels rise. The rivers that drain thru Holland would back up and inundate vast amounts of land.

It is now almost certain that global temperatures will rise at least 1.5 degrees Centigrade. This will happen in approximately 5 years at our present rate of CO2 increase. The next level of 2 deg C will be reached in about 20 years at present rate of consumption of fossil fuels. If nothing is done (massive Manhattan project on a world wide scale), then in 50 years the earth will heat up to 3 deg C. At that temperature you can expect tropical areas to be unlivable and huge migrations toward the temperate regions. At 3 deg C most of Florida will be under water.

The good news is that renewable energy costs for multi-megawatt power generation along with storage systems are now cheaper than coal fired power plants. Prices are rapidly falling for wind and solar along with large storage systems to the point where in some areas it is even cheaper than gas fired power.
