It's not a shuttle replacement. It's a reusable UNMANNED orbiter.
There's seldom any use for humans in space.


Good point. So WHY did they spend/squander $230 BILLION on the ISS?


Politics, mostly. The same reason they're likely to squander even more
on manned trips to Mars.
