Well, the reason for *that* is obvious. As soon as they actually started
building it somewhere, all the Congressmen who only voted for it because they
hoped to have it built in _their_ district started voting against it.

This is why the Umited [Qué?] States can't have major science projects that can't be
either paid for out of petty cash, or farmed out to collaborating scientists in
at least 26 out of the 50 states [they own] any more. ;-)
