There was a reason for that in the original plan. Part of the
President's FY2011 proposal was for a robotic precursors program,
which included a NEO survey satellite to be placed in the Venus band
of the solar system to catch asteroids we can't see that well from
Earth's vantage point when looking toward the sun. This would have
enlarged the target set of asteroid destinations, and an asteroid
would have been selected out of this enlarged data set. Hence the
delay in selection.
